Description:  The year, 2023. Crime in the U.S. has been all but eliminated, thanks to The Program, a harsh system of lethal justice set up to cut down crime at its very root: the past. But when a team of Program executioners, led by the ruthless Mr. Stone (Nick Mancuso), returns to the present to mete out punishment on a gang of teenage gunrunners, they ore than meet their match in street-hardened Seattle detective Dylan Cuter (Roberts). A cop (Roberts) tries to bust a gang of teenage gun dealers. In the process he catches only one and tries to charge him with a number of offenses but fails since the gang member is underage. One by one the youth's friends start turning up dead. It is up to Dylan (Roberts), and his partner to save the youth from the same fate as the rest of his gang.
